Mickey is good friend of Kramer. They met while acting as stand-ins for a soap opera. They also were co-workers at Coleman's department store where Kramer was Santa while Mickey was an elf.
In the The Wait Out Kramer babysits his neighbor’s Mrs. Zanfino’s son Joey, scaring him out of the apartment and into the streets with him thinking he’s Frankenstein, on account of his extra-tight jeans. Mickey then “stands-in” as Joey in bed, but is quickly caught by a horrified Mrs. Zanfino.
