According to Elaine, Monk's coffee shop appears to be only hiring buxom waitresses.
She tries to get hired to prove it, but when the new owner (Mr. Vizaki) turns her down, she files a report with the Equal Employment Opportunity office.
Later, Elaine confronts Mr. Vizaki asking why the waitresses are all alike.
Mr. Vizaki says: «Of course they're alike. They're my daughters».
