Noreen is friends with Elaine, but Elaine's history with this woman is quite strange.
First, Elaine encouraged Noreen to join the Army. She did. Then, Elaine suggested she goes AWOL. She did.
Then, Elaine ruins Noreen's relationship with Dan (the high talker). So, she breaks up with him. Somehow Noreen picks up the pieces of her life and miraculously meets a new guy (Paul) but Elaine ruins this relationship too announcing to the world he's boring.
For Jerry, Elaine has too much influencie over Noreen, so it'd be better that Elaine makes sure she never tell Noreen to jump off the Brooklyn Bridge.
Although Noreen seems to rearrange her life next to Kramer, she ends one night on the Brooklyn Bridge peering over the edge. At that point, she was saved by Frank Costanza's lawyer, a man in a cape.
