Dan is the high talker that dates Elaine’s friend Noreen. He has an unusually high-pitched voice which leads Elaine to think that she is talking to Noreen, and therefore accuses “her” of flirting with Jerry.
After that, Dan can't take Jerry out of his mind, what makes Kramer think he's in love with Jerry.
